Jakarta, 22 July 2022 – Indonesia has entered the era of  ageing population. According to the  BPS-Statistics Indonesia’s data in 2021, there are 29,82 million older persons ini Indonesia, making up of 10,82% of the national population. 

The impact of the increased older population is quite complex. On one hand, ageing population means improved life expectancy in Indonesia, and may indicate better quality of life and health. BPS-Statistics Indonesia recorded a trend of increasing life expectancy rate from 2012-2021, from 70.2 years to 73.5 years. On the other hand, we need a sustainable development programme and must prioritize rights to reduce vulnerability and ensure the wellbeing of older persons. 

Older persons, including and especially those with disabilities, are among the most vulnerable groups of the population. They need special assistance to access health and social services not only due to their physical condition and other disabilities but also multi-layered vulnerabilities to violence and discrimination.

The prolonged COVID-19 pandemic and limited social protection have made older persons more vulnerable to economic shocks and risks of poverty. The implementation of restrictions of public activities (PPKM) has also made older persons more isolated from the outside world, and thus impacted their mental health. Additionally, although older persons are prioritized for receiving vaccines, the Ministry of Health found that the vaccination program has not reached enough older persons due to inaccessibility of the vaccination locations, in terms of distance, transportation access and costs, and availability of caregivers or people to accompany them.   

To better understand the economic, social, and health conditions of the older persons during the COVID-19 pandemic, the United Nations Population Fund (UNFPA) and the National Population and Family Planning Board (BKKBN) conducted a national study on the impact of the COVID-19 pandemic on older persons, including those with disabilities, by using the GoLantang application. 

Part of the Leaving No One Behind (LNOB) program supported by the Government of Japan,  the study provides general background, characteristics, current status of older persons in Indonesia, and the challenges they face as well as  social protection, existing policies, and rights-based legal framework. The study also offers recommendations for safeguarding sustainable integrated access to health and social services for older persons, including those with disabilities, in Indonesia. 

The results of the research entitled ”National Study on the Impact of the COVID-19 Pandemic on Older Persons (including Those with Disabilities) in Indonesia” will be launched on 26 July 2022 in Bandung, West Java. Officially opened by the Chief of BKKBN Dr. (HC) dr. Hasto Wardoyo, Sp.OG (K), UNFPA Indonesia Representative Anjali Sen, and a representative of the Embassy of Japan in Indonesia Yusuke Nakao, this event will present Dr. Rintaro Mori (UNFPA Regional Advisor on Population Aging and Sustainable Development), Prof. Dr. Yasuhiko Saito (College of Economics - Nihon University Tokyo & Special Advisor on Population Ageing Economic Research Institute for ASEAN and East Asia), and Dr. Lilis Heri Mis Cicih (Senior Researcher and lecturer, Faculty of Economic and Business, University of Indonesia) as the researchers of the study. This event will also be live streamed on Zoom (Meeting ID 837 1858 5801 Passcode : Kitasehat) and Youtube (MyUNFPAIndonesia and BKKBN Official).

On 25 July 2022, a discussion on policy recommendations that prioritize older persons including those with disabilities. The policy recommendation discussion will involve related line ministries as the policy makers, civil society organizations, and other stakeholders that will improve the government's commitment in promoting better welfare for older persons, including those with disabilities. Opened by Anjali Sen and  BKKBN’s Director of Older Family Resilience Erisman, S.Si., M.Si.  This event features Maliki, ST, MSIE, Ph.D (Director of Poverty Alleviation and Community Empowerment, BAPPENAS), Dr. Yasuhiko Saito, and Dr. Lilis Heri Mis Cicih as presenters, as well as Dr. Rintaro Mori, Prof. Sri Moertiningsih Adioetomo (Economy and Business Faculty, Universitas Indonesia), Dr. Evi Nurvidya Arifin (Universiti Brunei Darussalam), Dr. Sukamdi (Universitas Gadjah Mada), Cornelius Helmy (Head of Kompas West Jawa Office) as responders.

Studi Nasional UNFPA dan BKKBN: Lansia Kelompok Paling Rentan Selama Pandemi COVID-19

 

Jakarta, 22 Juli 2022 – Indonesia sudah memasuki era populasi yang menua (ageing population). Menurut data Badan Pusat Statistik (BPS) di tahun 2021, ada 29.82 juta orang lanjut usia (lansia) di Indonesia, 10.82% dari populasi nasional. 

Dampak dari meningkatnya jumlah lansia ini cukup kompleks. Di satu sisi, populasi yang menua berarti bahwa harapan hidup di Indonesia meningkat, dan bisa mengindikasikan kualitas hidup dan kesehatan yang lebih baik. BPS merekam tren peningkatan angka harapan hidup selama 2012-2021, dari 70,2 tahun menjadi 73,5 tahun. Di sisi lain, kita membutuhkan program pembangunan yang berkelanjutan dan harus mengedepankan pemenuhan hak untuk mengurangi kerentanan dan menjamin kesejahteraan kelompok lansia. 

Lansia, termasuk dan terutama lansia dengan penyandang disabilitas, merupakan kelompok penduduk yang paling rentan. Mereka memerlukan bantuan khusus untuk menjangkau pelayanan kesehatan dan sosial tidak hanya karena kondisi fisik dan bentuk disabilitas lain, tapi juga kerentanan mereka yang berlapis terhadap kekerasan dan diskriminasi.

Dengan terus berlangsungnya pandemi COVID-19 dan terbatasnya perlindungan sosial, lansia lebih rentan terhadap guncangan ekonomi dan risiko kemiskinan. Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) juga membuat lansia terisolasi dari kehidupan dunia luar, sehingga memengaruhi kesehatan mental mereka. Selain itu, meskipun vaksin diprioritaskan untuk lansia, temuan dari Kementerian Kesehatan di lapangan menyebutkan bahwa jangkauan cakupan vaksinasi bagi lansia belum maksimal karena sejumlah lokasi vaksinasi masih sulit untuk diakses lansia, baik dari segi jarak, akses dan ongkos transportasi, maupun ketersediaan pendamping.  

Untuk dapat memahami kondisi ekonomi, sosial, dan kesehatan lansia selama pandemi COVID-19 secara lebih baik, Dana Kependudukan Perserikatan Bangsa-bangsa (UNFPA) dan Badan Kependudukan dan Keluarga Berencana Nasional (BKKBN) melakukan kajian mengenai dampak pandemi COVID-19 terhadap lansia, termasuk lansia dengan disabilitas, dengan menggunakan aplikasi GoLantang secara nasional. 

Bagian dari program Leaving No One Behind (LNOB) yang didukung oleh Pemerintah Jepang, studi ini memberi gambaran tentang latar belakang, karakteristik, status terkini lansia di Indonesia, dan tantangan yang mereka hadapi, serta perlindungan sosial, kebijakan yang ada, dan kerangka hukum berbasis hak. Studi ini menawarkan rekomendasi untuk menjaga keberlangsungan akses terhadap pelayanan terpadu kesehatan dan sosial untuk para lansia, termasuk lansia dengan disabilitas, di Indonesia.

Hasil penelitian yang bertajuk ”Studi Nasional tentang Dampak Pandemi COVID-19 terhadap Kelompok Lansia (Termasuk Penyandang Disabilitas) di Indonesia” ini akan diluncurkan pada 26 Juli 2022 di Bandung, Jawa Barat. Dibuka oleh Kepala BKKBN Dr. (HC) dr. Hasto Wardoyo, Sp.OG (K), Kepala Perwakilan UNFPA Indonesia Anjali Sen, dan Perwakilan Kedutaan Besar Jepang di Indonesia Yusuke Nakao, acara ini akan menghadirkan Dr. Rintaro Mori (UNFPA Regional Advisor on Population Aging and Sustainable Development), Dr. Yasuhiko Saito (College of Economics - Nihon University Tokyo & Special Advisor on Population Ageing Economic Research Institute for ASEAN and East Asia), dan Dr. Lilis Heri Mis Cicih (Peneliti Senior dan Dosen Fakultas Ekonomi dan Bisnis Universitas Indonesia). Acara ini bisa diikuti secara online lewat Zoom (Meeting ID 837 1858 5801 Passcode: Kitasehat) dan Youtube (MyUNFPAIndonesia dan BKKBN Official).

Pada 25 Juli 2022 akan diadakan juga diskusi rekomendasi kebijakan yang berpihak kepada kelompok lansia termasuk lansia dengan disabilitas. Diskusi rekomendasi kebijakan akan melibatkan kementerian terkait sebagai pengambil kebijakan, LSM, dan pemangku kepentingan lainnya yang diharapkan akan memperkuat komitmen pemerintah dalam meningkatkan kesejahteraan lansia, termasuk lansia dengan disabilitas. Dibuka oleh Anjali Sen dan Direktur Ketahanan Keluarga Lansia BKKBN Erisman, S.Si., M.Si, acara ini menghadirkan Maliki, ST, MSIE, Ph.D (Direktur Penanggulangan Kemiskinan dan Pemberdayaan Masyarakat BAPPENAS), Dr. Yasuhiko Saito, dan Dr. Lilis Heri Mis Cicih sebagai pemapar, serta Dr. Rintaro Mori, Prof. Sri Moertiningsih Adioetomo (Fakultas Ekonomi dan Bisnis Universitas Indonesia), Dr. Evi Nurvidya Arifin (Universiti Brunei Darussalam), Dr. Sukamdi (Universitas Gadjah Mada), dan Cornelius Helmy (Kompas) sebagai penanggap.
