II.            Background:

UNFPA, the United Nations Population Fund, is an international development agency that promotes the rights of every woman, man and young people to enjoy a life of health and equal opportunity. UNFPA supports countries in using population data for policies and programmes to reduce poverty and to ensure that every pregnancy is wanted, every childbirth is safe, every young person’s potential is fulfilled. UNFPA also support countries to make sure that people are free of HIV/AIDS, and every girl and woman is treated with dignity and respect.

 

UNFPA has supported the Government of Indonesia in fulfilling the rights and needs of youth and adolescents by providing evidenced-based advocacy and supporting Government to inform youth policy through knowledge sharing. UNFPA is committed to supporting the Ministry of Health (MoH) and Ministry of Education and Culture (MoEC) to incorporate ASRH into the national curriculum, through the module development on ASRH education, which applying international norms and standards. The module was developed comprehensively and based on age appropriate (elementary school, junior high school and senior high school). Then, UNFPA has recognized the important role that the private sector could play in the provision of ASRH services to youth. The engagement with private sector and young people will support Government efforts to fill existing gaps in Youth and ASRH programmes by bringing in resources and innovative ideas for effective interventions. Therefore, UNFPA is looking to engage with a qualified person as the Programme Officer for ASRH programmes to provide technical assistance in coordination with government, NGOs, development partners and youth networks for better implementation of the ASRH programmes at national and subnational levels.

 

III.           How this post can make a difference:

The Programme Officer for ASRH will assist the Programme Analyst for Youth and ASRH to oversee and coordinate with the implementing partners (IPs) about the programme management of overall ASRH programmes activities - funded by UNFPA. S/he will assist the Programme Analyst for Youth and ASRH in maintaining good coordination with government and non-government partners, other UN agencies and donor agencies, and youth networks; in ensuring timely provision of technical inputs to the ASRH programmes as per the approved Annual Work Plans (AWPs).

 

IV.          Duties and Responsibilities:

Under the overall guidance of the UNFPA Representative and direct supervision of Programme Analyst for Youth and ASRH at UNFPA Country Office, the Programme Officer for ASRH is responsible for the following:

  1. Provide technical assistance for the IP for the UNALA Project, Yayasan Siklus Sehat Indonesia (YSSI), for the ongoing implementation of UNALA, the ASRH model in Yogyakarta;
  2. Provide technical assistance to the MoH and MoEC for the implementation of the module on ASRH education;
  3. Provide technical assistance to the MoH to implement the National Action Plan for Adolescent Health;
  4. In coordination with the humanitarian unit, provide technical assistance for MoH and youth networks to promote and implement the guideline and pocket book on youth engagement in the emergency settings;
  5. Work with national and local counterparts, including the Youth Advisory Panel and youth networks, to develop a non-traditional media strategy for the government and community, to promote the needs of young people to ASRH information and services;
  6. Support the Programme Analyst for Youth and ASRH to coordinate with other units within CO for the implementation of BERANI Project, by developing and ensuring timely submission of the programme report on the BERANI Project;
  7. Coordinate programmes and activities with IPs and other counterparts (national and subnational levels), including government, UN agencies and other development partners, NGOs, Youth Networks and YAP, for the implementation of ASRH programmes;
  8. Support effective communication with and between UNFPA colleagues at Country Office, Project Personnel, Implementing Partners and related stakeholders;
  9. Perform other relevant tasks assigned by UNFPA Representative.

 

V.            Qualifications and Experience

Education: 

Master’s degree (preferable) or Bachelor’s degree in medicine, public health, psychology and/or related discipline. 

 

Knowledge and Experience:

  • A minimum 2 (two) years (Master’s degree) or 6 (six) years (Bachelor’s degree) of professional experience in the realm of adolescent sexual and reproductive health;
  • Ability to liaise and affiliate with Government, Donors, NGOs working and youth networks in the area of youth programme;
  • Experience working with young people and youth networks is preferable;
  • Demonstrated strong familiarity with issues related with ASRH information and services, gender equality and SDGs;
  • Demonstrated strong familiarity on project management;
  • Good interpersonal, networking and communication skills;
  • Good writing skills;
  • Able to contribute and work as part of a team, adaptable and output-oriented;
  • Proficiency in the usage of computers and current office software applications;
  • Knowledge of PeopleSoft/ATLAS system is preferable.

 

Languages:

Fluency in English and Bahasa Indonesia is required.
