II.            Background:

UNFPA, the United Nations Population Fund, is an international development agency that promotes the rights of every woman, man and young people to enjoy a life of health and equal opportunity. UNFPA supports countries in using population data for policies and programmes to reduce poverty and to ensure that every pregnancy is wanted, every childbirth is safe, every young person’s potential is fulfilled. UNFPA also support countries to make sure that people are free of HIV/AIDS, and every girl and woman is treated with dignity and respect.

 

UNFPA is the only international donor that has played a continuing and active role in resourcing activities designed to extend the supply and use of data on population and development issues in Indonesia. UNFPA and the BPS to date, Indonesia’s national statistical organization, developed a range of activities designed to extend the supply and use of quality statistical data to support evidence-based planning on population dynamics and related human welfare issues in Indonesia. Likewise, the use of population data for disaster management is very important before, during and after a disaster occurs. It is imperative to have good population data during the preparedness phase, especially for disaster-prone areas in Indonesia for contingency planning, vulnerability analyses and baseline indicators. In the acute phases of a disaster, data is very important for preparation and targeting of the response, and during the chronic phases for short-term humanitarian-oriented programme design and delivery, monitoring and evaluation.

 

III.           How this post can make a difference:

To date, the Information Technology and Communication has been progressing so fast that lead to a very innovative and advanced way of disseminating it in a very interactive and real time way.  The availability of geo-referenced data has made it possible to collect, process and disseminate data through geo-spatial portal in an innovative and real time way at a pre-preparedness, during, and post disaster stages. UNFPA has to adapt this new geospatial technology in their work both at normal development and humanitarian situation. 

 

In order to support UNFPA Indonesia Country Office’s work in this area, a Programme Analyst specializing in a Geospatial and Data in humanitarian settings is needed.

 

IV.          Duties and Responsibilities:

Under the overall guidance of the UNFPA Representative and direct supervision of the Programme Specialist for Population and Development, and Programme Analyst for Humanitarian, the Geospatial and Humanitarian Data Analyst is responsible for the following:

TECHNICAL/SUBSTANTIVE

  1. Provide necessary policy, procedural and operational guidelines on data issue in emergency preparedness and response for the humanitarian unit, taking into account the global guideline on Data Issues in Humanitarian Crisis Situation;
  2. Contribute to the development of data component of the projects/programmes in preparedness and response phase;
  3. Provide technical inputs on data component to emergency preparedness plans/contingency plan for UNFPA, and keep abreast of UNFPA policy and documents relating to data in emergency situation;
  4. Provide technical assistance on regular basis to National Disaster Management Board (BNPB) and BPS on the data issue for humanitarian programme;
  5. Support for data management with United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA): provide technical assistance of management of data and information for humanitarian programme;
  6. Prepare proposals for resource mobilization;
  7. Coordinate UNFPA assistance with other partners and counterparts at the national and if necessary, at provincial and field levels and missions from outside Indonesia country office (Humanitarian Response Branch, Population and Development Branch, Technical Division – UNFPA Headquarters, and UNFPA Asia and Pacific Regional Office, etc.);
  8. Participate, in consultation with Programme Specialist on Population Dynamics and Humanitarian Programme Analyst as well with UNFPA Representative, in UN system-wide activities within the Resident Coordinator System and UN OCHA and other UN agencies for data specific component;
  9. Lead the data working group under the UN Technical Working Group (TWG) on disaster management;
  10. Liaise and coordinate with BNPB and BPS and other potential partners on regular basis;
  11. Actively involve and contribute for development of annual humanitarian programme report, project progress report, donor report and other ad-hoc reports as needed;
  12. Respond to other emergencies if/when these arise, by providing guidance and assistance on specific PD component during the acute phase, early recovery and rehabilitation and reconstruction phase;
  13. Coordinate and support the PD unit for regular programme implementation as necessary when there is no emergency response;
  14. Perform other relevant tasks assigned by UNFPA Representative.

 

MANAGERIAL

  1. Manage the overall implementation of data component of the humanitarian programme;
  2. Monitor and report on the status and progress of data component of humanitarian programme activities on monthly basis using the monthly workplan and financial report for identifying bottlenecks and ensuring necessary actions are made in a timely manner to remedy the problem.

 

V.            Qualifications and Experience

Education: 

Master’s degree (preferable) or Bachelor’s degree in Computer Sciences, Information Technology and/or related discipline. 

 

Knowledge and Experience:

  • A minimum 2 (two) years (Master’s degree) or 6 (six) years (Bachelor’s degree) of professional experience in the realm of GIS development, deployment, client services and training;
  • Expert knowledge of integrating statistical and geospatial information;
  • Knowledge of census methodology and procedures used in Indonesia, including data collection, processing, analysis and dissemination, will be a strong asset;
  • Good technical knowledge of GIS MapInfo and its applied programme modules (GIS Mapping, GIS Monitoring);
  • Good writing skills, able to write clearly and concisely, experience in producing performance reports;
  • Able to communicate technical matters to non-technical individuals;
  • Possess technical/functional skills on GeoServer and ArcGIS/QGIS;
  • UN common system experience and/or experience working with government, is desirable.

 

Languages:

Fluency in English and Bahasa Indonesia is required.
