The position:

UNFPA has supported the Government of Indonesia in fulfilling the rights and needs of youth and adolescents by providing evidence-based advocacy and supporting Government to inform youth policy through knowledge sharing. UNFPA is committed to supporting the MoH and MoEC to incorporate ASRH into the national curriculum, through the module development on ASRH education, which applies international norms and standards. The module was developed comprehensively and based on age-appropriate (elementary school, junior high school and senior high school). Then, UNFPA has recognized the important role in building resilient societies based on gender equality and respect for human rights are central to UNFPA’s mandate to promote gender-responsive sustainable development. UNFPA works closely with governments, national and sub-national institutions to support the integration of gender-related concerns in their development agendas aligned with the Sustainable Development Goals. Therefore, UNFPA is looking to engage with a qualified person as the Programme Officer for ASRH programmes to provide technical assistance in coordination with government, NGOs, development partners and youth networks for better implementation of the ASRH programmes and human rights-related programmes at national and sub-national levels.

Job Purpose:
Under the overall guidance of the UNFPA Representative and direct supervision of Programme Analyst for Youth and ASRH at UNFPA Country Office, the Adolescent Sexual Reproductive Health and Human Right Officer will assist the Programme Analyst for Youth and ASRH to oversee and coordinate with the implementing partners (IPs) about the programme management of overall ASRH programmes activities – funded by UNFPA. S/he will assist the Programme Analyst for Youth and ASRH in maintaining good coordination with government and non-government partners, other UN agencies and donor agencies, and youth networks; in ensuring timely provision of technical inputs to the ASRH programmes as per the approved Annual Work Plans (AWPs).

 

Main Tasks and Responsibilities:

Summary of Key Functions:

  • Provide technical assistance to the MoH and MoEC for the implementation of the module on ASRH education
  • In close collaboration with the Gender Specialist, represent UNFPA at the Human Right Working Group,
  • In close collaboration with the Gender Specialist, coordinate UNFPA technical contribution to human rights reporting mechanism.
  • In close collaboration with the Gender Specialist, support CO capacity strengthening on human rights-based approaches to advance SRH and RR in the Indonesian context.
  • In close collaboration with the Gender Specialist, coordinate the documentation and monitoring of human rights obligations of Indonesia.
  • In close collaboration with the Gender Specialist, support to provide clarity on the linkages between states’ development commitments as set forth in the ICPD PoA, the SDGs and the Nairobi statement, and binding international human rights obligations—as they relate to UNFPA’s thematic areas of work and 2022-2025 strategic plan.
  • Facilitate young engagement and capacity building for CSE programmes
  • Coordinate ASRH education programmes and activities with IPs and other counterparts (national and subnational levels), including government, UN agencies and other development partners, NGOs, Youth Networks and YAP, for the implementation of ASRH programmes
  • Support effective communication with and between UNFPA colleagues at Country Office, Project Personnel, Implementing Partners and related stakeholders.

 

Qualifications and Experience

Education:

Master’s degree (preferable) or bachelor’s degree in medicine, health, psychology and/or other related social science.  

 

Knowledge and Experience:

  • Minimum 2 years (master’s degree) or 7 years (bachelor’s degree) of progressively experience in in the area of adolescent sexual and reproductive health. Experience working with young people and youth networks is preferable.
  • Ability to liaise and affiliate with Government agencies, Development Partners, NGOs, CSOs and youth networks in the area of the youth programme.
  • Demonstrated strong familiarity with issues related to ASRH information and services, gender equality and SDGs
  • Initiative and sound judgment. Must be highly organized and have demonstrated ability to work well under tight deadlines and in a team
  • Strong interest in development work, especially the mission of the United Nations Population Fund.
  • Excellent communication and human relation skills

 

Languages:

Fluency in oral and written English and Bahasa Indonesia.

 

Computer skills:

  • Experience using office software packages and web-based management systems
