Jakarta, 29 March 2016 - The budget for national development programme in Indonesia increased tremendously from around Rp. 500 trillion in 2005 to around Rp. 2,000 trillion in 2015. The proportion of budget for health increased to five percent in 2016. “The increase of the budget, however, does not correspond to the increase of health status. Stunting and maternal mortality remain a big problem in Indonesia”, said National Development Planning Minister/Chairperson of Bappenas Sofyan Djalil, during the signing of Country Programme Action Plan (CPAP) of Government of Indonesia and UNFPA 2016-2020 on Tuesday, 29 March 2016 in Jakarta.

Although Indonesia is shifting its development status to a middle income country, but the country still needs support from international development partners, including UNFPA, to implement its development programme. “We might not need the financial support from the international development partners. What we need is their technical support and lessons learned to implement our development programme”, he reiterated during the signing.

IMG 9794The CPAP was signed by HE Sofyan Djalil – Minister of National Development Planning representing the Government of Indonesia, and Dr. Annette Sachs Robertson – UNFPA Representative in Indonesia. The CPAP is aligned with the Indonesian’s National Medium Term Development Plan (RPJMN) 2015-2019,  UNFPA’s Strategic Plan (2014-2017), and the United Nations Partnership Development Framework (UNPDF) 2016-2020. In addition, the CPAP 2016-2020 also reflects the aims of the Sustainable Development Goals 2030.  “It is an ambitious and comprehensive plan that aims to improve the lives of women, men, girls and boys and address regional disparities and inequalities”, said Dr. Annette Sachs Robertson – UNFPA Representative during the signing ceremony of the CPAP.

The CPAP 2016-2020 addresses policy dialogue, advocacy and knowledge management for five outputs: 1) maternal health and HIV-SRH linkages; 2) family planning policies and programme; 3) adolescent and youth; 4) gender-based violence and harmful practices; and 5) population dynamics and data. UNFPA will invest $24 million in its Ninth Country Programme.

IMG 9746After signing the CPAP, Dr. Annette Sachs Robertson – UNFPA Representative also signed Multi-Year Work Plans (MYWPs) of 2016-2017 together with six Implementing Partners: Bappenas, BKKBN, BPS, Ministry of Health, Ministry of Women Empowerment and Child Protection, and National Commission on Prevention of Violence Against Women (Komnas Perempuan).

The signing ceremony of the CPAP 2016-2020 and MYWPs was not only attended by officials from the above Ministries/Agencies, but also by officials from  Ministry of State Secretariat, Ministry of Foreign Affairs, UN Agencies, and the media.
