The position:

The Project/Programme Coordinator is responsible for the overall management of the BERANI II programme in the interests of all the participating UN organizations (PUNOs), namely UNFPA, UNICEF, and UN Women. The Project/Programme Coordinator will report to the UNFPA Assistant Representative and will coordinate and monitor the delivery of the Programme under daily coordination with PUNO’s technical team. He/she will have the authority to manage the programme on a day-to-day basis on behalf of the PUNOs and Implementing partners, within the policies and regulations laid down by UNFPA, UNICEF and UN Women.

Job Purpose:
Gender inequality and gender-based violence remain serious concerns in Indonesia. To help address this situation, a programme called “BERANI Phase II”, or Better Reproductive Health and Rights for All in Indonesia, is developed by UNFPA, UNICEF and UNWomen in partnership with the Government of Indonesia (GOI) and the Global Affairs Canada (GAC). The purpose of the BERANI programme phase II is to support the Government of Indonesia to transform reproductive health and rights for women and young people in Indonesia focusing on the issues of maternal mortality, gender-based violence and harmful practices. The programme will be done from August 2023 to December 2027. 

 

The outcome is expected to be achieved through improved quality of SRH services by service providers (including GBV services); improved individual decision-making and community actions for the prevention and elimination of GBV and harmful practices; and strengthened gender-responsive policy-making by the national and sub-national Governments for the advancement of SRHR of all women and girls in Indonesia.

 

UNFPA Indonesia, as the administrative agent (AA) of the BERANI II Programme, has the responsibility to coordinate the programme implementation, monitoring, reporting, and evaluation, in the interests of all the participating UN organizations (PUNOs), namely UNFPA, UNICEF, and UN Women. 

 

In context above, UNFPA is therefore now seeking an experienced Project/Programme Coordinator with collaborative attitude and great commitment to effective and efficient project implementation and delivery, to help all PUNOs achieve high quality results.

 

The Project/Programme Coordinator will be responsible for a day-to-day management of the BERANI II programme, within the policy and regulations laid down by the UNFPA, UNICEF, UN Women, as well as Global Affairs Canada as the donor. The Project/Programme Coordinator’s prime responsibility is to ensure effective project management of the assigned projects by maintaining the delivery of appropriate technical, operational, financial and administrative outputs, while tracking the project progress through monitoring, evaluation and reporting; and to maintain collaborative working relationships among key project partners (including Government and implementing partners) and donors, through effective communication, consultation and reporting.

 

Main Tasks and Responsibilities:

 

Project Management

  • Manage the overall conduct of the programme. Managing and coordinating the implementation of the respective activities based on the relevant project documents, including, as needed, supervision and guidance of other project staff, consultants and experts with a view to achieving project results.
  • Plan the activities of the project and monitor progress against the approved work plan.
  • Execute activities by managing personnel, goods and services, training and low-value grants, including drafting terms of reference and work specifications, and overseeing all contractors’ work (if any).
  • Monitor events as determined in the project monitoring plan, and update the plan as required.
  • Provide support for completion of assessments required by PUNOs, spot checks and audits.
  • Manage requests for the provision of PUNOs financial resources through funding advances, direct payments or reimbursement using the applicable form
  • Monitor financial resources and accounting to ensure the accuracy and reliability of financial reports.
  • Monitor progress, watch for plan deviations and make course corrections when needed within project steering committee-agreed tolerances to achieve results.
  • Ensure that changes are controlled, and problems addressed.
  • Perform regular progress reporting to the project steering committee as agreed with the board, including measures to address challenges and opportunities.
  • Manage and monitor the project risks – including social and environmental risks - initially identified and submit new risks to the Project Steering Committee for consideration and decision on possible actions if required; update the status of these risks by maintaining the project risks log.

 

Coordination

  • Facilitate coordination of the implementation of programme activities across the technical teams and PUNOs, through quarterly meetings with the Technical Committee, implementing partners, and relevant stakeholders
  • Organize annual meetings with the Programme Steering Committee to discuss progress, challenges and strategic recommendations for the programme. 
  • Coordinate and supervise other members/consultants of the Programme Management Unit in carrying out their duties at an optimum level through ensuring efficient and effective resource utilization.

 

Monitoring, Reporting, and Evaluation

  • Capture lessons learned during project implementation.
  • Prepare revisions to the multi-year work plan, as needed, as well as annual and quarterly plans if required.
  • Monitor quarterly implementation progress of planned programme activities and delivery of outputs and outcomes by all PUNOs.
  • Organize joint monitoring visits with the Government of Indonesia, implementing partners, and/or relevant stakeholders, in coordination with technical teams across all PUNOs.
  • Coordinate the development of quarterly progress reports, as well as annual and final programme and financial reports with the technical teams across PUNOs.
  • Coordinate with all PUNOs representatives in developing evaluability assessment and final evaluation plan or concept notes and supervise the consultant to undertake the evaluability assessment and final evaluation. 
  • Facilitate the procurement process of consultants for evaluability assessment and final evaluation of the Programme. 
  • Coordinate the development of management response to the final evaluation report, involving the technical teams and senior management of all PUNOs.
  • Coordinate the documentation of lessons learned and good practices throughout the Programme and organize knowledge products resulted from the programme

 

Partnership

  • Liaise with the donor and coordinate with the Communication and Knowledge Management Officer in organizing potential activities for the donor’s visibility or other relevant activities, such as field visits and meetings.
  • Act as the Programme’s focal point in communication with other international, national or local stakeholders/partners.
  • Perform other relevant duties, as requested by the direct supervisor.

 

Qualifications and Experience

Education:  

Advanced degree (preferable) or bachelor’s degree in public health, gender, social work and/or other related social science discipline.

 

Knowledge and Experience: 

  • A minimum of 5 years of relevant work experience (Master’s degree) or 7 years of relevant work experience (Bachelor’s degree) in project management, including programme design, coordination, monitoring and evaluation, donor reporting, and capacity building.
  • Experience in project management, programme/project coordination and monitoring and/or provision of advisory services or similar.
  • Good knowledge on Sexual Reproductive Health, Gender-Based Violence, or Child Protection 
  • Demonstrated experience in liaising and working with government officials, municipal authorities, academic institutions, NGOs and the private sector.
  • Excellent communications, report writing and analytical skills.

 

Languages:

Fluency in oral and written English and Bahasa Indonesia.
