Job Description

The Position:

Under the overall guidance of the Representative and direct supervision of the Gender Programme Specialist, The Programme Officer for Gender will be focus on Harmful Practices and Social Norms who provides integrated policy, technical and programme advice on the elimination of harmful practices, particularly FGM and child marriage, focusing on supporting holistic and integrated approaches and interventions for establishing enabling policy and legal frameworks, galvanizing partners including civil society organizations and communities to abandon harmful practices including FGM and child marriage, S/he works in an integrated manner with the technical and gender programme staff in UNFPA CO and MOWECP.

You will report to Gender Programme Specialist.

Job Purpose:

The Programme Officer for Gender focusing on Harmful Practices and Social Norms provides technical, policy and programmatic support to ensure the Country Offices (CO) remain abreast of UNFPA's policies and programme strategies, as well as current thinking, innovation and academic advance in the substantive and area  of harmful practices, particularly FGM and child marriage.

S/he analyses trends, and contributes to strategic action in response to these, and ensures that elimination of FGM, child marriage and other prevalent harmful practices are adequately addressed at national and sub-national development frameworks and programmes.

 

You would be responsible for:

Specific Tasks:

  • Support UNFPA partners (BAPPENAS, MOWECP, Pulih, MOH, NCVAW, CSOs) and the Gender Programme Specialist to implement the gender transformative strategic document (the Roadmap and Action Plan on Male Involement) as a national guidance for the engagement of boys and men, National Strategy on the Prevention of Child Marriage and 2030 Roadmap for the prevention of Female Genital mutilation/Cutting (FGM/C) in transforming the social and gender norms to ensure that men and women will act equally as drivers for the social and gender norms change processes.
  • Support MOWECP as the secretariat of the National Reference Group (NRG) for Male Involvement and a leading sector on the Prevention of Child Marriage and FGM/C Programme, in designing key interventions and strategies, including advocacy interventions where appropriate, to address gender inequality and the empowerment of men and women and using evidence and good practices.
  • Develop data on the current status of Indonesian men for the purpose of men's and women's empowerment and reduction of gender inequality and the barriers to men's effective engagement in promoting sexual and reproductive health and gender equality.
  • Provide technical support and resources requirements to implement the UNFPA Social Norms and Prevention of Harmful Practices Gender Transformative Programing using Gender Transformative Approach.
  • Support the MOWECP in maintaining the networks of NRG, Child Marriage and FGM/C as an advocacy platforms with Government agencies, Development partners, NGOs, CSOs and Academia on " Working with boys and men and masculinities in Indonesia', to provide recommendations and advice on common issues and contextual diversity of engagement of men, and share lessons learned.
  • Link up with the global initiative on UNFPA's work on Harmful Practices and Social Norms masculinities and working with boys and men led by the Gender, Culture and Human Rights Branch, Technical Division, in particular with with the application of tools dan methodologies developed for programming on working with boys and men.
  • To lead in substantive areas of linking the Child Marriage and FGM/C programme Male Involvement in sexual and reproductive health and gender equality.

 

General Tasks:

  • Ensuring timely and efficient delivery of selected AWP components and addressing capacity requirement a needed.
  • Monitor progress of existing male involvement work plan at implementing partners; contribute to knowledge products and working closely with the related National programme Officers.
  • Ensuring regular progress reports available as per the requirements.
  • Collaborate with other units in preparing and providing inputs to policy and programme documents including donor reporting to reflect male involvement dimensions.
  • In collaboration with other units contribute to the analysis and preparation of targeted policy briefs, information sheets and other related documents.
  • Assisting in implementing knowledge management strategies to capture lessons learned and best practices about current and emerging gender/male involvement issues, sharing these with management for future planning supporting training needs.
  • Carry out any other duties as requested by supervisors.

 

Qualifications and Experience:

Education: 

Minimum 2 years (master's degree) or 7 years (bachelor's degree) of progressively experience in work related to health, gender or development, including project management.

 

Knowledge and Experience:

  • Work experience in project management, including programme design, coordination, monitoring and evaluation, donor reporting, and capacity building, with good understanding on the results-based management
  • Experience and knowledge on the issues around Gender-based Violence, or Violence against Women
  • Experience in implementing GBV case management is an asset
  • Experience in setting priorities, budget and work plans management; shows proven experience in programme development and  writing.
  • Experience in leading team(s) effectively
  • Excellence in writing and oral communication skills.
  • Experience in working on resource mobilization, partnerships with the private sector and innovations.
  • Shows proven interpersonal and negotiation skills and ability to interact with different external parties and should project and image that is representative of UNFPA
  • Substantive knowledge management and research experience; knowledge and practical experience in knowledge management and strategic information management

 

Languages:

Fluency in oral and written English and Bahasa Indonesia

 

Others skills:
