The position:

The Social Protection Officer will lead the planning and delivery of Project Output 3, namely “Increased capacities of CSOs in providing outreach and access to integrated social and health care services during the COVID-19 pandemic to older persons, persons with disabilities, and people living with HIV” under the project “‘Leaving No One Behind’ COVID-19 Responses for Vulnerable Women and Older Persons in Indonesia”. S/he will report to the Project Manager and will lead the planning and delivery of the project under daily coordination with the Gender Programme Specialist and HIV/AIDS Programme Analyst.

Job Purpose:
The Social Protection Officer will have the authority to manage the Project Output 3 “Increased capacities of CSOs in providing outreach and access to integrated social and health care services during the COVID-19 pandemic to older persons, persons with disabilities, and people living with HIV” on a day-to-day basis on behalf of the Implementing Partners, within the policy and regulations laid down by the UNFPA. The Social Protection Officer’s primary responsibility is to ensure that the project produces the results specified in the project document output 3, to the required standard of quality and within the specified constraints of time and cost.

 

Main Tasks and Responsibilities:

 

Summary of Key Functions:

  • Project Implementation and Management Support for Project Output 3;
  • Ensures provision of Policy Advice and Strategic Technical Guidance to project partners; and
  • Facilitate knowledge building and management.

 

  1. Ensures effective Project Implementation and Management Support for Project Output 3, through project planning, management, monitoring and oversight, focusing on achievement of the following results:
  • Implement and manage the project on a day-to-day basis on behalf of the implementing partners;
  • Ensure the timely delivery of planned project activities;
  • Coordinate and supervise consultants in carrying out their duties at an optimum level through ensuring efficient and effective resource utilization;
  • Prepare annual/quarter results-based work plans and budgets, risks and management response and logical frameworks as endorsed by the implementing partner and steering committee;
  • Prepare quarterly implementation status and financial reports for comments and approval by the Implementing Partners and UNFPA CO;
  • Support the Project Manager in preparing the conduct of annual Performance Report (APR)/ Project Implementation Review (PIR), Mid-term and terminal Project Reports;
  • Support Humanitarian Programme Analysts in planning and implementing protection-related humanitarian preparedness and response.

 

2.    Ensures provision of Policy Advice and Strategic Technical Guidance to project partners, focusing on achievement of the following results:

  • Manage the overall strategic direction and provide leadership on local development initiatives;
  • Participate and contribute to the Displacement and Protection Cluster and Elderly, Disabled Persons, and other Vulnerable Groups Sub-Cluster coordination, and prepare internal notes/analysis from each meeting;
  • Facilitate learning and experience sharing for all relevant partners, in line with the project document.

 

3.  Building Knowledge and Capacity through results-based management strategies, focusing on achievement of the following results:

  • Document lessons learned and best practices in the area of Social Protection;
  • Draft communication materials for dissemination in collaboration with Project Communication and Knowledge Management Officer;
  • Provide logistical support to projects by project-related workshops and events in close coordination with IPs;
  • Support the evaluation of the project impact. Monitoring and analysis of the project environment, timely readjustments in project implementation;
  • Ensure the implementing partners follow Project Guidance Note on Communication and Visibility and ensure the visibility of the project, stakeholders, and donors through communication efforts including press releases and events;
  • Ensure quality control for knowledge products to be developed and applied within the project output 3;
  • Perform other relevant duties, as requested by the direct supervisor.

 

 

Qualifications and Experience

 

Education:  

  • Master’s Degree (preferable) or Bachelor’s degree in an area relevant to social protection, social work, psychology, development, or other social sciences

 

Knowledge and Experience: 

  • Minimum of two (2) years of experience (Master degree) or six (6) years of experience (bachelor’s degree) in providing outreach and access to integrated social and health care services in a development context and humanitarian situation to older persons, persons with disabilities, or PLHIV. 
  • Experience in supervising or overseeing protection programming and/or social services to vulnerable populations, including older persons, persons with disabilities, and PLHIV. 
  • Knowledge of the broader issues related to UNFPA’s mandate on human rights, gender and GBV, sexual and reproductive health, youth leadership and participation, and population issues.
  • Familiarity with the development of guideline & protocols processes within the government is an advantage.

 

Languages:

  • Fluency in oral and written English and Bahasa Indonesia. 

 

Computer skills:

  • Proficiency in current computer office software applications.
