NATIONAL POST: MIDWIFERY COORDINATOR

II.    BACKGROUND

Every year, midwives across Indonesia respond to about 3.4 million births, more than half of them in rural settings. These committed professionals, all of them women, overcome challenges of geography, resources and staffing to provide the best possible care to mothers and their children. Many reports also indicated issues around capacity, competencies, and professional authorities that are faced by the midwifery workforce. With 300,000 (and counting) members, IBI (Ikatan Bidan Indonesia – Indonesian Midwives Association) considered as one of the largest professional organizations that have branches until the districts in Indonesia. This workforce needs to be fully supported in order to provide quality reproductive health services to the community, particularly to women and newborns.

UNFPA continues its commitment to support midwifery workforce strengthening. Activities and initiatives are outlined in the 9th Country Programme engaging both the Ministry of Health (MOH) and IBI to lead the processes. A number of consultancies and advocacy activities to different stakeholders (Ministry of Research, Technology and Higher Education, Parliamentarians, Indonesian Council for Health Professionals – KTKI/ Konsil Tenaga Kesehatan Indonesia, etc) are needed to support IBI to ensure that the work is inline and keep to date with the latest policy that is very dynamic as well as to always be updated with the latest information on the workforce.

To ensure comprehensive and coordinative process, a Midwifery Coordinator will be recruited to provide day to day technical support to IBI to implement activities and lead the process for midwifery workforce strengthening. The Coordinator will be assigned to be based at IBI, s/he reports directly to president of IBI. Under the overall guidance from UNFPA Representative, s/he will work in coordination with National Programme Officer Reproductive Health (NPO RH), who provides technical, programmatic support and policy advice to the midwifery workforce strengthening programme.

 

III.   DUTIES AND RESPONSIBILITIES

The Midwifery Coordinator is expected to provide day to day support and deliver (but not limited to) the following key tasks:

A.   Provide day to day technical support on Policy and Programme Development and Implementation

  • Provide technical and management support to the midwifery workforce strengthening programme plan as per approved in the annual work plans between MOH with UNFPA and between IBI with UNFPA;
  • Provide support to the international consultancies during the period of 2018 that are backstopping the process of midwifery workforce strengthening; including support for the development of Grand Design for Midwifery Centers of Excellence, policy briefs, reports, and other relevant documents;
  • Consultation and coordination with Indonesian Council for Health Professionals (KTKI)  to provide regular inputs for the functioning of midwifery component in the KTKI;
  • Contribute to the development and management of the related midwifery programme, while ensuring complementarily between the programme and the needs, realities and activities at the different levels, particularly where technical advice is needed;
  • Assist in coordination of the planning and delivery of integrated programme and technical support and advice to IBI and UNFPA Indonesia Country Office in the programming process. 

B.   Capacity development

  • Support the development and implementation of a capacity development strategy for the midwives, placing special emphasis on capacity in the area of advocacy for midwifery regulation, education and services;
  • As per the approved work plan, support the development of guidelines for coaching and supervision of IBI branches and members to support midwives’ competencies improvement. Support the implementation of the coaching and supervision activities as per the guidelines;
  • Coordinate with MOH and UNFPA (including other UN agencies, NGOs) on the provision of capacity development initiatives.

C.   Monitoring and Oversight

  • Monitor and provide oversight to the implementation of key programme or management related activities, to identify areas for support, opportunities, and/or required interventions;
  • Provide periodic progress reports on the progress of programme/ activities implementation;
  • Participate in field missions related to planning, monitoring, and evaluation assistance.

D.   Knowledge Management:

  • Prepare briefings for the President of IBI, and/ or NPO RH as necessary on issues related to midwifery workforce strengthening;
  • Liaise with the BPPSDMK, MoH and UNFPA, including educational institutions on the disseminations of new updates on midwifery issues, including updates on midwifery data.

E.   Carry out any other duties as may be required by the President of IBI and UNFPA that related to the midwifery workforce strengthening programme.

V.    RECRUITMENT QUALIFICATIONS

  • Bachelor’s degree in public health, social science and/or other related fields of study
  • A minimum of 4 (four) years of professional experience in management and/or education of human resources of health, preferably on midwifery
  • Having knowledge in health system related to reproductive health programme and its human resources issues, in particular the midwifery workforce
  • Ability to liaise and affiliate with Government agencies, Development Partners, NGOs, CSOs and Academia
  • Experience working with government, INGO, and UN agencies would be an advantage
  • Demonstrate excellent communication and human relation skills
  • Good writing skills would be an added value
  • Native of fluency in Bahasa Indonesia and in English
  • Proficiency in the usage of computers and current office software applications
