The position:

The Gender Transformative Programme Officer will substantially contribute and manage the UNFPA interventions and strategies in the areas of gender transformative programme. Understanding UNFPA organizational strategy and policies; understanding of the intersections among gender inequality and other outcomes in gender based violence, family planning, reproductive health, HIV/AIDS and adolescent sexual and reproductive health; understanding of UNFPA programme approach and how the gender transformative work fits into this approach in humanitarian and development settings, s/he will analyze and assess relevant political, social and economic trends and provides substantive inputs to project formulation, implementation and evaluation, joint programming initiatives and national development frameworks. S/he will also guide and manage the delivery of UNFPA’s programmes on gender transformative by monitoring results achieved during implementation.

Job Purpose:
Under the overall guidance of the Representative and direct supervision of the Gender Programme Specialist, the Gender Transformative Officer will substantially contribute and manage the UNFPA interventions and strategies in the areas of gender transformative programme.

 

Main Tasks and Responsibilities:

Gender Transformative Programme

  1. Support UNFPA partners (MOWECP, BKKBN, MOH, CSOs) and the Gender Proramme Specialist to implement the gender transformative strategic document (the Roadmap and Action Plan on Male Involvement) as a national guidance for the engagement of boys and men in transforming the social and gender norms to ensure that men and women will act equally as drivers for the social and gender norms change processes.
  2. Support MOWECP as a secretariat of the National Reference Group (NRG) for Male Involvement in designing key interventions and strategies, including advocacy interventions where appropriate, to address gender inequality and the empowerment of men and women and using evidence and good practices.
  3. Develop data on the current status of Indonesian men for the purpose of men’s and women’s empowerment and reduction of gender inequality and the barriers to men’s effective engagement in promoting sexual and reproductive health and gender equality.
  4. Provide technical support and resources requirements to implement the UNFPA Gender Transformative Programing
  5. Support the MOWECP in maintaining the networks of NRG as an advocacy platform with Government agencies, Development Partners, NGOs, CSOs and Academia on ‘Working with boys and men and masculinities in Indonesia’, to provide recommendations and advice on common issues and contextual diversity of engagement of men, and share lessons learned.
  6. Link up with the global initiative on UNFPA’s work on masculinities and working with boys and men led by the Gender, Culture and Human Rights Branch, Technical Division, in particular with the application of tools and methodologies developed for programming on working with boys and men.
  7. To lead in substantive areas of Male Involvement in sexual and reproductive health and gender equality.

 

General:

  1. Ensuring Timely and efficient delivery of selected AWP components and addressing capacity requirements as needed.
  2. Monitor progress of existing male involvement work plan at implementing partners; contribute to knowledge products and working closely with the related National Programme Officers.
  3. Ensuring regular progress reports available as per the requirements.
  4. Collaborate with other units in preparing and providing inputs to policy and programme documents including donor reporting to reflect male involvement dimensions;
  5. In collaboration with other units contribute to the analysis and preparation of targeted policy briefs, information sheets and other related documents,
  6. Assisting in implementing knowledge management strategies to capture lessons learned and best practices about current and emerging gender/male involvement issues, sharing these with management for future planning supporting training needs
  7. Carry out any other duties as requested by supervisors.

 

Qualifications and Experience

Education:

Master’s degree (preferable) or bachelor’s degree in gender, health, population, demography and/or other related social science.

 

Knowledge and Experience:

  • Minimum 2 years (master’s degree) or 7 years (bachelor’s degree) of progressively experience in work related to health, gender or development, including project management. Experience in male involvement related issues is preferable.
  • Ability to liaise and affiliate with Government agencies, Development Partners, NGOs, CSOs and Academia.
  • Initiative and sound judgment. Must be highly organized and have demonstrated ability to work well under tight deadlines and in a team
  • Strong interest in development work, especially the mission of the United Nations Population Fund.
  • Excellent communication and human relation skills

 

Languages:

Fluency in oral and written English and Bahasa Indonesia.

 

Computer skills:

  • Experience using office software packages and web-based management systems
