II.            Background:

UNFPA Indonesia had agreement with the Ministry of Health to support the implementation of the HIV Prevention among Female Sex Workers (FSW) programme under the Global Fund – New Funding Model Continue (NFMc) programme for 2018 – 2020. Under the direct supervision of the Programme Analyst HIV, the FSW Officer is expected to assist the Programme Analyst HIV to ensure that the HIV/AIDS Programme under Global Fund project will be implemented based on the UNFPA rules and guideline in order to having a good programme achievement and budget management.  The FSW Officer will contribute to UNFPA CO programme on HIV prevention particularly on prevention through sexual transmission, FSW outreach model, FSW empowerment, sexual reproductive health and rights (SRHR).

The female sex worker officer will report directly to the Programme Analyst HIV.

IV.          This post would be responsible for:

  1. Directs project team, national experts, international experts and local technical assistant partners
  2. Designs and strengthens strategies to take project deliverables to scale.
  3. Sets the overall strategic direction of the program.
  4. Ensures efficient and compliant management of project resources including all reporting requirements.
  5. Ensures training activities implementation are high quality and completed in a timely and cost effective manner.
  6. Engages, draws up scope of work and supervises short term technical experts.
  7. Manages and mentors Sub Recipient and Implementing Unit staff to ensure that the Technical Assistance requirements are met.
  8. Provides technical support to the Ministry of Health, Provincial Health Office and District Health Office on STI and HIV particularly for prevention programme among Female Sex Worker
  9. Coordinates technical support on HIV Prevention for Female Sex Worker
  10. With Global Fund Principal Recipients (MoH and Spiritia) as well as other Technical Assistance providers for the implementation of GFATM – NFMc.
  11. Develops/conceptualizes the Monitoring & Evaluation database as when needed and oversees all aspects of Monitoring & Evaluation for the project.
  12. Carries out any other duties as may be required by UNFPA leadership. 

 

V.            Qualifications and Experience

Education: 

Master’s degree (preferable) or Bachelor’s degree in health, public health, population, demography and/or related discipline. 

 

Knowledge and Experience:

  • A minimum 3 years of relevant work experience (Master’s degree) or 7 years of relevant work experience (Bachelor’s degree) in programme management;
  • Substantive knowledge and experience in HIV/AIDS programme particularly on prevention through sexual transmission in Indonesia
  • Substantive experiences in research technique analysis and programme evaluation skills;
  • UN common system experience and/or experience working with government, is desirable.

 

Languages:

Fluency in English and Bahasa Indonesia is required.
