TYPE OF CONTRACT: INDIVIDUAL CONSULTANT CONTRACT (FULL-TIME)

 

Background
In order strengthen UNFPA’s programme niche and demonstrate its relevance, the country programme evaluation made forward-looking recommendations. These include promoting data-driven advocacy and communication including forging new partnerships enabling UNFPA to continue to have an impact. UNFPA Asia and Pacific Regional Office has endorsed a Communications Strategy and Toolkit in 2019 which focus on accelerating ICPD and achieving UNFPA’s transformative results by increasing and strengthening a communication culture across UNFPA in Asia and the Pacific, including Indonesia.
Indonesia is a disaster-prone country, vulnerability to natural disasters, climate-change and epidemics. Starting from the first quarter of 2020, the world has been confronted with the COVID-19 pandemic both globally and in Indonesia. The COVID-19 crisis may therefore slow down the progress towards achieving of the SDGs in Indonesia.
With the above, there are demanding needs for the CO to remain strategic, always on top of the mandates that UNFPA is carrying, be visible, and join both the National as well as the UN forces in responding to the increasing needs. Thus, the roles of communications in the UNFPA programming and management, including in the humanitarian context are very important.   It is therefore necessary to strengthen UNFPA communication programme by recruiting a temporary communications officer. 

 

Scope of work
As temporary communication officer in the implementation of the corporate communications strategy, as well as in the design, management and implementation of the Country Office communications and publication strategies, with the following tasks:

  1. Provide leadership in the CO’s communications plans, strategies and interventions.
  2. Develop, implement, and update UNFPA Indonesia communication and media strategy, including emergency response communications plan.
  3. Collaborate with management to develop and implement an effective communications strategy based on our target audience.
  4. Write, edit, and distribute content, including publications, press releases, website content, annual reports, speeches, and other marketing material that communicates the organization's activities, products and/or services.
  5. collaborate with other programme specialists/analysts to develop social media messages for UNFPA mandates and humanitarian interventions based on our target audience;
  6. Write, edit, and distribute content, including publications, press releases, website content, annual reports, speeches, and other marketing material such as powerpoint and/or infographics that communicates the organization's activities, products and/or services
  7. Observe UNFPA programmes including humanitarian in the field and develop articles/news/human interest stories related to UNFPA mandates;
  8. In collaboration with relevant programme specialists/analyst, develop advocacy and IEC materials for UNFPA programme and humanitarian responses;
  9. Incorporating UNFPA programmes into UN Agencies and Development Partners communication programmes;
  10. Maintaining and updating UNFPA Indonesia website;
  11. Incorporating UNFPA mandates into the mainstream media coverage.
  12. Maintain records of media coverage and collate analytics and metrics.
  13. Proficiency in design and publishing software

 

Results / expected outputs:

  1. UNFPA Communications Strategy, including Emergency response communications plan (continuously from 1 May 2020 until 31 December 2020, electronic copy)
  2. Social media messages on UNFPA mandates and humanitarian responses (continuously from 1 May until 31 December 2020, electronic copy)
  3. Articles/news/human interest stories in field related to UNFPA mandates and humanitarian interventions (continuously from 1 May until 31 December 2020, electronic copy)
  4. Advocacy and IEC materials for UNFPA programme and humanitarian interventions (continuously from 1 May until 31 December 2020, electronic copy)
  5. UNFPPA programme incorporated in the UN Agencies and possibly other Development partners’ communication programme (continuously from 1 May until 31 December 2020, electronic copy);
  6. UNFPA Indonesia website updated (continuously from 1 May until 31 December 2020, electronic copy)
  7. Mainstream media coverage for UNFPA’s visibility (continuously from 15 May until 31 December 2020, electronic copy).

 

Duration and working schedule: May to December 2020

Direct supervision will be by the UNFPA Representative, with quality assurance and inputs from Programme Analyst of Advocacy/ Communications.

Monitoring of the progress of the consultancy will be done through email communication, discussions and meetings for coordination (both internal UNFPA and also with partners in the field), at least twice a month. Final clearance of deliverables requires Representative approval.

Place where services are to be delivered: based in Jakarta and travel to UNFPA programme and humanitarian sites when necessary and feasible

 

Required qualification and experience:

  • Master’s degree or Bachelor's Degree in Communications, Journalism, or related field.
  • Minimum of 2 years (Master’s degree) or 4 years (bachelor’s degree) relevant experience in a communications role.
  • Demonstrated experience leading high visibility communications or media projects.
  • Excellent writing and editing skills, with strong analytical and research skills required.
  • Initiative and sound judgment. Must be highly organized and have demonstrated ability to work well under tight deadlines and in a team.
  • Strong interest in development work, especially the mission of the United Nations Population Fund.
  • Ability to work well under deadline, excellent interpersonal communication skills and negotiation skills.
  • Fluency in oral and written English and Bahasa Indonesia.
  • Knowledge of desktop publishing software (InDesign/Photoshop).
  • Proficient in Microsoft Office, content management systems, and social media platforms.
