In September 1994, The International Conference on Population and Development (ICPD) was held in Cairo, Egypt. The outcome of ICPD was a Programme of Action (PoA) and was adopted by 179 countries. The ICPD PoA served as the blueprints guiding UNFPA in its efforts to improve lives, support reproductive health and rights, and advance gender equality, and will reach its 20 years implementation in 2014.

 

The year 2012 marks the start of the review process, both globally and at country level. In Indonesia, the UNFPA Country Office carried out the operational review through several steps, started with the Launch of the ICPD Beyond 2014 Review in Indonesia in May 2012. The global survey was then administered by an independent research team from University of Indonesia, incorporating several methodologies including sending questionnaire, and interview. To gather more comprehensive information, three thematic meetings on population and development, on reproductive health, and on gender equality were also held. The thematic meetings produced three background papers describing the implementation of ICPD Program of Actions, and identify the future directions of the ICPD Beyond 2014.The National Review of ICPD Beyond 2014 in Indonesia, also provided an avenue for young people and NGOS to participate in the process, to share their perspectives on implementation of the ICPD through two consultation meetings.

 

A global survey report on the 20 year implementation of the ICPD PoA was developed by research team, incorporating also the results of the three thematic meetings and two consultation meetings. A technical advisory group was recruited to provide technical inputs on the report. The Report was then validated by the government, experts, NGOs, and young people through meetings at the end of October and the beginning of November. Upon the finalization of the report, the Steering Committee hold a meeting to endorse the report. At the end of the process, the report was submitted to The Economic and Social Commission for Asia and the Pacific (ESCAP).

 

As part of the review, Indonesia will also play an important role at the global level. An agreement was reached between the Government and UNFPA that Indonesia will host the Global Youth Forum in December 2012 in Bali. Two other global thematic meetings will be held by the Government of Netherland on human rights, and by the Government of Malaysia on Women’s Health. The Global Youth Forum aims to address issues related to youth life transition and identify concrete recommendations for policy makers and other stakeholders as well as to address policy issues regarding youth.
