To many Indonesians, Putu Ayu Saraswati is the 2020 Environment Queen of Indonesia (Putri Indonesia Lingkungan 2020). She is so much more than a beauty queen, however. An entrepreneur and a bachelor of medicine, the 26-year-old woman is a passionate speaker about children’s and women’s rights. 

 

And now, Ayu is our UNFPA Indonesia Champion.

Crisis situations due to natural disasters or other disasters such as landslides, flash floods, earthquakes, and volcanic eruptions, including pandemic outbreaks such as the COVID-19 virus affect older persons' health and increase their vulnerability (Ministry of Health, 2020). This video illustrates the implementation of the Minimum Health Service for Older Persons to fulfill the older persons' essential needs during crisis situations.

 

The implementation of the Minimum Health Service for Older Persons (Pelayanan Minimum Kesehatan Lansia) during a health crisis is focused on 3 objectives, namely:

(1) To ensure the availability and accessibility of general health and reproductive health services for the older persons;

(2) To improve the health and protection aspects for the older persons in displaced conditions, and;

(3) To meet other essential needs of the older persons through multi-sectoral partnerships: WASH (water, sanitation, and hygiene), evacuation/shelters and the availability of food.

Situasi krisis akibat bencana alam atau bencana lain seperti tanah longsor, banjir bandang, gempa bumi, dan letusan gunung berapi, termasuk wabah pandemi seperti virus COVID-19 memengaruhi kesehatan lansia dan meningkatkan kerentanannya (Kementerian Kesehatan, 2020). Video ini menggambarkan implementasi Pelayanan Kesehatan Minimum Lanjut Usia untuk memenuhi kebutuhan esensial lanjut usia dalam situasi krisis. Penyelenggaraan Pelayanan Kesehatan Minimum Lansia pada masa krisis kesehatan difokuskan pada 3 tujuan, yaitu:

(1) Menjamin ketersediaan dan keterjangkauan pelayanan kesehatan umum dan kesehatan reproduksi bagi lanjut usia;

(2 ) Meningkatkan aspek kesehatan dan perlindungan bagi lanjut usia dalam kondisi pengungsi, dan;

(3) Memenuhi kebutuhan esensial lanjut usia melalui kemitraan multi-sektor: WASH (air, sanitasi, dan kebersihan), evakuasi/tempat penampungan dan ketersediaan makanan.

Indonesia is a country that is prone to disasters. Disasters can be caused by natural, non-natural, and social factors that can cause environmental damage, loss of property and even loss of life. If a large-scale disaster occurs, it can cause disruption of health services including reproductive health services with vulnerable groups as targets. Minimum Initial Service Package (MISP) is a series of priority reproductive health activities that must be immediately implemented in the health emergency response to a health crisis in order to save lives in vulnerable groups.

 

This video illustrates the implementation of MISP in crisis situations during the COVID-19 pandemic. 

 

There are 6 main objectives, which are:

(1) To ensure the health sector/cluster identifies an organization to lead the implementation of the MISP; 

(2) To prevent sexual violence and respond to the needs of survivors; 

(3) To prevent the transmission of and reduce morbidity and mortality due to HIV and other STIs;

(4) To prevent excess maternal and newborn morbidity and mortality; 

(5) To prevent unintended pregnancies, and (6) To plan for comprehensive SRH services integrated into primary health care as soon as possible.

 

In Indonesia, there are two additional priorities, which are:

(1) Minimum Health Service for Under-five (under the coordination of Nutrition and Health Service Subclusters) and;

(2) Minimum Health Service for Older Persons (under the coordination of Protection and Health Clusters).
