NATIONAL POST: POLICY RESEARCH AND DATA ANALYST ON POPULATION AND DEVELOPMENT

II.         BACKGROUND

Under the overall guidance of the Representative and direct supervision of the Programme Specialist PD, the Policy Research dan Data Analyst will substantively contribute to the design of UNFPA interventions and strategies and effective management of UNFPA activities to support the UNFPA Indonesia and Implementing Partners in BAPPENAS, Director of Population Planning and Social Protection and Statistics Indonesia (BPS), the Director for Population and Labor Force. Policy Research and Data Analyst is expected to understand UNFPA organizational strategy, policies and programme approach. S/he is needed to provide technical support and advice to the Population and Development Unit within the Country Office in ensuring quality knowledge products and data are in place as the deliverables to the key partners, monitoring and evaluation, guide and faclitate the UNFPA Programmes planning and implementation. The key activities of the cooperation include policy research as the inputs for the background study of the 2020-2024 RPJMN in the area of population and development, urbanization, internal and international migration, ageing, include the research on population dynamics implications on development,  and gender statistics. In addition, in the context of the UNFPA’s 9th CP implementation, UNFPA also support BPS Statistics in the preparation for the 2020 Population Census, including population data in the context of SDGs and humanitarian.

 

III.        DUTIES AND RESPONSIBILITIES

The following are substantive duties and responsibilities:

 

  1. Assist Programme Specialist PD in the development of knowledge products in the areas of Internal Migration in the context of SDGs, International Migration, Urbanization and Ageing
  2. Assist Programme Specialist PD and Implementing Partners (BAPPENAS and BPS) on policies formulation on Population Developement (Demographic Dividend, Population Projections, Population Census, Grand Design Population Development, RPJMN Background Study, Humanitarian Data)
  3. Identify data sources and manage Population Data  for UNFPA programmes, research and polices formulation
  4. Assist Programme Specialist PD to prepare proposal for resource mobilization
  5. Assist  the Programme Specialist PD in coordinating the UNFPA technical partnerships of Population and Develoment
  6. Assist Programme Specialist PD in the planning, implementation and monitoring of UNFPA 9th Country Programme on Population Development Programme
  7. Prepare presentation material, speeches and briefing materials under PD unit
  8. Carry out any other duties as may be required by the Programme Specialist PD

V.         RECRUITMENT QUALIFICATIONS

  • Master’s degree (desirable) or bachelor’s degree in Demography, Population Studies, Social Science and/or other related fields of study
  • A minimum of 2 (two) years (master’s degree) or 6 (six) years (bachelor’s degree) of professional experience in the realm of research and managing large population data
  • Proven experience in developing statistical tools, indicators, and M&E
  • Demonstrate strong familiarity with policy research in the area of population and development, including migration, urbanization, ageing, fertility and mortality; also strong familiarity with population data and census implementation
  • Proven experience in working with government institutions, research and academic institutions
  • Good interpersonal, networking and communication skills
  • Good writing skills
  • Able to work with a team, adaptable and output-oriented
  • Fluency in spoken and written both Bahasa Indonesia and English
  • Proficiency in the usage of computers and current office software applications (i.e. Word, Excel, PowerPoint, Statistical package, and others)
